The first national Anti-Slavery Convention was held in New York City in 1837, and the following year the second Anti-Slavery Convention of American Women met in Philadelphia; the latter resulted in pro-slavery riots. It was a new party that had emerged from the conflict in the Kansas territory prior to the Civil War. In late March, Union forces embarked on an ambitious military venture known as the Red River Expedition.

John Cushing, Jr., the person who prepared the report and commanded the guard on this particular day, was a first lieutenant in Company N, 2nd Virginia Reserves. At Jamestown, Va. in 1611 a group of Scottish women and children were sold as slaves. 7 years later in Jamestown the first Africans were sold in slavery. The Monitor could fire only once in seven or eight minutes but was faster and more maneuverable than her larger opponent. The compromise contained preamble, six proposed constitutional amendments, and four proposed Congressional resolutions by which the Missouri Compromise of 1820 was, in effect, to be reenacted and extended to the Pacific; the federal government was to indemnify owners of fugitive slaves whose return was prevented by antislavery elements in the North; "squatter sovereignty" (the right to decide if slavery should exist or not) in the territories was to be sanctioned; and slavery in the District of Columbia was to be protected from congressional action.
